I discovered that if you are flexible enough about interpretation, you find that he has said exactly what he meant, but he is almost always speaking more narrowly than you assume he is. You just can't get hung up in details. He means what HE means, and not what you might wish he meant.
For a man who was very famously conscious of the importance of context, that doesn't surprise me.
. . . and he seemed proud of his record as a "sea lawyer", and that has implications as well.
