Post "as God and Robert Heinlein intended"
The recent SpaceX mission got me interested in this quote. I think it comes from Jerry Pournelle. The earliest I've seen it is 1996:

Sorry, I don't know any earlier reference. But I agree with the sentiment. I though very much the same thing when I watched the Space-X rocket land. That's how it's supposed to work.

Yeah, SpaceX really stuck that landing. I wish they'd give up on the notion of landing on barges. Surely there's somewhere they can get clearing to land on solid land.

The phrase was coined by Arlan Andrews in referring to the McDonnell Douglas DC-X re-usable rocket, and it appeared in print in "Halfway to Infinity!" in Analog for June 1993.
